National Incident Management System
What is the National Incident Management System (NIMS)? The National Incident Management System (NIMS) provides a systematic, proactive approach to guide departments and agencies at all levels of government, nongovernmental organizations, and the private sector to work seamlessly to prevent, protect against, respond to, recover from, and mitigate the effects of incidents, regardless of cause, size, location, or complexity, in order to reduce the loss of life and property and harm to the environment. On February 8, 2005, the State of California adopted NIMS by Executive Order S-2-05 http://gov.ca.gov/news.php?id=2000

How are we doing? NIMSCAST- The NIMS Compliance Assistance Support Tool (NIMSCAST) is a comprehensive web-based self-assessment instrument hosted by the Federal Emergency Management Agency (FEMA) and designed for the emergency management community for State, territorial, tribal, local governments to evaluate and report their jurisdiction’s achievement of all NIMS implementation activities released since 2004. NIMSCAST information and LOG IN is available from the Federal Emergency Management Agency (FEMA) at the following link NIMSCAST.
NIMSCAST was built to assist the nation’s emergency management community to comply with NIMS requirements, as determined by the National Integration Center (NIC). Additionally, HSPD-5 requires Federal Departments and agencies to make adoption of the NIMS by State and local organizations a condition for Federal preparedness assistance. NIMSCAST facilitates the adoption of the NIMS by State, local, and tribal governments in order to meet the requirement established in HSPD-5.
NIMS Training-One of the key components of compliance with NIMS and qualify for Federal Preparedness Grant Funding is on-going training and credentialing. Displayed below are a number of different links and documents that will assist in identifying required training, locations providing training, and training plans.

National Incident Management System Compliance Assistance Support Tool (NIMSCAST)- The NIMS Compliance Assistance Support Tool (NIMSCAST) is designed as the premier, web-based self-assessment instrument for State, territorial, tribal, local governments to evaluate and report their jurisdiction’s achievement of all NIMS implementation activities released since 2004. The NIMSCAST is designed for the emergency management community as a comprehensive self-assessment support tool. Using the NIMSCAST will assist the nation’s emergency management community to comply with NIMS requirements, as determined by the National Integration Center. Update JULY 2011: NIMSCAST 2011 Release:
The 2011 NIMS Compliance Assistance Support Tool (NIMSCAST) is open for reporting. Accounts must be completed and rolled up by September 22, 2011, for inclusion into the State of California Annual NIMSCAST report.

- NIMSCAST reporting annually follows the Federal Fiscal Year. Deadline for accounts under the state are the week before the state completes its report.

- Update July 2011: The National Incident Management System (NIMS) Training Program Plan (formerly Five-Year NIMS Training Plan) is under federal review and slated for release prior to the end of the federal fiscal year 2011 (FFY). A well-developed NIMS training program that both guides and promotes NIMS training is vital to a successful nationwide implementation of NIMS. 2011 NIMSCAST Release– The tool has seven sections for reporting on NIMS Implementation Objectives metrics: NIMS Adoption, Preparedness-Planning, Preparedness-Training, Preparedness-Exercises, Communication and Information Management, Resource Management, Command and Management. National Response Framework- The National Response Framework is a guide that details how the Nation conducts all-hazards response– from the smallest incident to the largest catastrophe. This document establishes a comprehensive, national, all-hazards approach to domestic incident response. The Framework identifies the key response principles, as well as the roles and structures that organize national response. It describes how communities, States, the Federal Government and private-sector and nongovernmental partners apply these principles for a coordinated, effective national response. In addition, it describes special circumstances where the Federal Government exercises a larger role, including incidents where Federal interests are involved and catastrophic incidents where a State would require significant support. It lays the groundwork for first responders, decision-makers and supporting entities to provide a unified national response.
It is intended to conform to the requirements of California’s Standardized Emergency Management System (SEMS), the National Incident Management System (NIMS) and be consistent with federal emergency planning concepts and catastrophic concept of operations (CONOPS) documents developed jointly by FEMA Region IX and the state.
