​The responsibility for the establishment and maintenance of an emergency operations plan for California State Colleges-Universities was reiterated through the California State University Executive Order # 921 dated November 12, 2004 and through a University of California Regents Order dated January 25, 2006. The purpose of the all hazards emergency operations plan (EOP) is to establish policies, procedures and an organizational structure for response to an emergency. The EOP is in compliance with the State of California's Standardized Emergency Management System (SEMS) which was enacted in the California Government Code in 1995 and with the Federal Government's National Incident Management System (NIMS) released in 2004. Organizational operating procedures utilize the Incident Command System (ICS) for response to an emergency.
 
These systems provide an organizational framework under which all agencies function in an integrated fashion. It organizes the flow of information, provides coordination between responding agencies, and assists in rapid mobilization and deployment of resources.
 
GOALS OF THE PLAN ARE:
1. Ensure the safety and security of the faculty, staff, students and visitors.
2. Minimize disruption of the academic program.
3. Minimize university losses.
4. Maintain university operations and essential services.
5. Assist the community in disaster recovery.

Campus Attacks- "Targeted Violence Affecting Institutes of Higher Education" (pdf download) - To better understand the breadth of issues with which an institute of higher education (IHE) may be confronted as part of a threat assessment, the Secret Service, Department of Education, and the FBI sought to identify and review literature that specifically examined the full-range of incidents of targeted violence affecting IHEs.

The mission of the Disaster Resilient University (DRU) network is to facilitate open communication, discussion, and resource sharing between university/college emergency management practitioners charged with making our campuses more disaster resilient. The goal of the DRU network is to provide a simple resource that can increase communication, coordination, and collaboration between universities around the world and be used to increase the capacity of our campuses to mitigate against, prepare for, respond to, continue operations during, and recover from natural disasters, acts of terrorism, or other human-caused crises or disasters.
