​Utilities are something that citizens and business expect to function without interruption. The importance of returning water, electricity, gas, and most importantly communications both wire and wireless cannot be understated. The utilities community throughout California works diligently to ensure that business continuity and the protection of life, property and the environment is foremost in their continuous emergency planning efforts.

California Utilities Emergency Association (CUEA) provides emergency operations support, wherever practicable, for gas, electric, water wastewater, telecommunications (including wireless), and petroleum pipeline utilities. This support is to ensure the preservation of lives and property, as well as the protection of California's economic infrastructure. The California Emergency Management Agency formerly (OES) has a Memorandum of Understanding (MOU) with CUEA forming a partnership to enhance the preservation of life, property, and the overall infrastructure of the state of California.
