After Action-Corrective Action Reporting

​Procedures and Regulations-Section 2450 (a) of the SEMS Regulations states that... "Any city, city and county, or county declaring a local emergency for which the governor proclaims a state of emergency, and any state agency responding to that emergency shall complete and transmit an after action report to California Emergency Management Agency (CalEMA) within ninety (90) days of the close of the incident period as specified in the California Code of Regulations, section 2900(q).

Timetable-The completion of after action reports is a part of the required SEMS reporting process. The Emergency Services Act, Section 8607 (f) mandates that the (CalEMA) in cooperation with involved state and local agencies complete an after action report within 120 days after the close of the incident period of each Governor proclaimed disaster.

The Golden Guardian Statewide Exercise Series was first implemented by Governor Arnold Schwarzenegger in 2004, and has become an annual statewide exercise series conducted to coordinate prevention, preparation, response and recovery mechanisms of city, county and state governmental entities, and private sector and volunteer organizations. The goal of the Golden Guardian Exercise Series is to build upon the lessons learned from this and subsequent exercises conducted throughout the nation, as well as real-world events. Golden Guardian is currently the largest statewide exercise program of its kind in the country.

Blue Ribbon Commission Report- The Governor's Blue Ribbon Fire Commission was established in November 2003 by both Governor Schwarzenegger and Governor Gray Davis. In April 2004, the Commission issued 48 recommendations for improving emergency preparedness to prevent and respond to California wildfires.
