Mark S. Ghilarducci is the Director of the California Governor's Office of Emergency Services. Prior to his appointment, Ghilarducci was a partner and managing director at Diamante Partners LLC. He was vice president of Witt and Associates from 2003 to 2011, deputy director for the Governor’s Office of Emergency Services from 2000 to 2003, a federal coordinating officer for the United States Federal Emergency Management Agency from 1997 to 2000 and deputy fire chief for the Governor’s Office of Emergency Services from 1988 to 1997.
Nancy Ward, Chief Deputy Director
Nancy L. Ward was appointed Chief Deputy Director for the California Governors Office of Emergency Services, March 9, 2014. Prior to her appointment, Ms. Ward served as the Regional Administrator of Region IX for the Department of Homeland Security's Federal Emergency Management Agency (FEMA).
Lona "Grace" Koch, Special Advisor
Koch has been office chief at the California Department of General Services since 2008. She held multiple positions at the Governor's Office of Emergency Services from 1989 to 2006, including program manager and deputy director of emergency operations, planning and training. Koch is a member of the American Red Cross Capitol Region Chapter.
Kelly Huston Kelly Huston, Deputy Director - Crisis Communications and Public Affairs
Kelly Huston was appointed by Governor Brown as director for Crisis Communications and Public Affairs at Cal OES. Huston has been with Cal OES since 2008, when the office was known as the California Emergency Management Agency. He was assistant deputy director at the Governor's Office of Homeland Security in 2005 and served as commander of public affairs at the California Highway Patrol from 2004 to 2005. Huston was legislative affairs and media relations manager at Stanislaus County from 2000 to 2004 and held multiple positions at the City of Modesto Police Department from 1989 to 2000.

Jill Talley, Chief Counsel
Jill Talley was appointed as the Cal OES Chief Counsel in April of 2014. Talley has served as a Supervising Deputy Attorney General at the California Attorney General’s Office since 2012 and has been a Professor of Law at Lincoln Law School of Sacramento since 2011.

Talley served as a Deputy Attorney General at the California Attorney General’s Office from 2002 to 2012 and was an associate at Loeb and Loeb LLP from 1999 to 2002. Prior to was a partner at Feldman and Talley LLP in Los Angeles.  Additionally, she earned a Juris Doctor degree from the Pepperdine University School of Law. ​


Danjel Bout, Assistant Director for Response

Danjel was appointed Assistant Director for Response for the Governor’s Office of Emergency Services (CalOES) on September 3, 2014. Danjel is responsible for CalOES’s Response programs, including Fire & Rescue, Law Enforcement, Critical Infrastructure Protection, Hazardous Materials, Telecommunications, the State Warning Center, the State Operations Center, Response Operations and Regional Operations.

Danjel has over twenty years of experience in the public sector, including service in the armed forces, homeland security, and emergency management.  Prior to his appointment as the Assistant Director, he served as the state military coordinating officer assigned to CalOES where he was tasked with coordinating and integrating defense civil support capabilities across all emergency management functions. Danjel has a PhD in Organizational Psychology from Walden University, where he focused his research on leadership in crisis situations, a MA from the University of California at Davis, and a BA from Cal Poly Pomona.

Mitch Medigovich.jpg Mitch Medigovich, Deputy Director - Logistics Management
Medigovich has been chief of staff at the California Military Department since 2011. He was a brigade commander for the United States Army from 2010 to 2011 and director at Army Aviation Safety Program from 2005 to 2010. Medigovich was inspector general at the California Military Department from 2002 to 2003 and deputy chief of staff and logistics at the California Military Department, 49th Combat Support Command from 2000 to 2002.
Christina Curry Christina Curry, Deputy Director - Planning, Preparedness and Prevention
Tina's areas of oversight include state-level Planning and Preparedness programs for all hazards, including but not limited to the State of California Emergency Plan, Standardized Emergency Management System (SEMS) and National Incident Management System (NIMS) compliance, Homeland Security and Radiological/Nuclear preparedness, and the Cal OES Earthquake and Tsunami program. She also oversees Cal OES Training and Exercises, Critical Infrastructure Protection and Hazard Mitigation Planning programs, as well as the Office’s public/private initiatives.

Tina was appointed Assistant Secretary for Planning, Preparedness and Prevention in 2013, following appointments as Assistant Director in 2005 and Deputy Director of Preparedness and Training in 2008. Tina has over 23 years of experience in the area of emergency management. Beginning in 1991, Tina worked in the Office’s Recovery programs, providing assistance, training and guidance to applicants of disaster assistance programs through numerous state and federal disaster declarations including the Loma Prieta and Northridge earthquakes. In 1999, Tina began working in the Executive Office where she assisted in a wide range of duties including statewide emergency operations during the Year 2000 Rollover (Y2K), the energy crisis, California’s response and support to 9/11 and Hurricane Katrina, and the 2007 Wildfires. Tina has a Bachelor of Arts degree in English from California State University, Sacramento.
Charles Rabamad, Assistant Director - Recovery
Rabamad has been an engineer and project manager at the California Department of Water Resources since 2009. He held multiple positions at the California Governor's Office of Emergency Services from 1991 to 2009, including program manager, public assistance officer and disaster assistance program specialist. Rabamad is a board member of the Community Housing Opportunities Corporation.

Karen Wong, Assistant Director, Public Safety Communications

Wong oversees the strategic framework and tactical direction for the State's public safety communications systems, including California's 9-1-1 network infrastructure and the State's microwave netowrk and land mobile radios.  Karen has held the position since October 2009, prior to which she held multiple positions with the California Department of Corrections and Rehabilitation.

David Fukutomi, Assistant Director and Superintendent - California Specialized Training Institute
Fukutomi has been a consultant at the Homeland Security Studies and Analysis Institute since 2009 and a self-employed emergency management and homeland security consultant since 2005. He has been a senior consultant at the Naval Postgraduate School, Center for Homeland Defense and Security since 2007. He was a vice president at ICF International from 2006 to 2008. He was a federal coordinating officer at the Federal Emergency Management Agency and the Department of Homeland Security from 1998 to 2005.

Richard has been appointed director of the Office for Access and Functional Needs at the Governor's Office of Emergency Services. Devylder has been senior advisor of accessible transportation at the U.S. Department of Transportation since 2010. He was special advisor to the secretary of the California Emergency Management Agency from 2008 to 2010, deputy director of Independent Living and External Affairs at the California Department of Rehabilitation from 2003 to 2008 and executive director of the Dayle McIntosh Disability Resource Centers from 2000 to 2003. Devylder held multiple positions at California State University, Long Beach from 1998 to 2000, including advisor and multiple positions at Southern California Rehabilitation Services Inc. from 1992 to 1998, including program director.
