Training our state’s first responders, emergency managers, staff and volunteers is a key component to our overall effectiveness. This division provides a wide range of training through its California Specialized Training Institute in San Luis Obispo, as well as developing custom multi-disciplinary, multi-jurisdictional statewide exercises such as Golden Guardian. The Training and Exercise Division also acts as a bridge among federal, state, regional and local law enforcement and first responder authorities. 
Exercise Support Program
Exercise Division provides exercise support focused on multi-agency/multi-jurisdictional discussion based and functional exercises at the county and regional levels, and for state agencies and departments. Exercise Support Program materials are designed so that they can be quickly tailored to meet specific requests.

Golden Guardian
Golden Guardian is the Governor of California’s Annual Statewide Exercise Series that takes place each year in May. The goal of Golden Guardian is to exercise and assess emergency operations plans, policies, and procedures for all-hazards / catastrophic incidents at the local, regional, and state levels. First implemented by Governor Arnold Schwarzenegger in 2004, Golden Guardian has become the largest statewide exercise series in the country. Golden Guardian 2011 will take place May 17-19, 2011.

HSEEP Training Course

The California Homeland Security Exercise and Evaluation Program (HSEEP) Course for Responders is an intermediate-level training course that incorporates the HSEEP Toolkit while using the HSEEP methodology. Throughout the course, participants will learn about topics including exercise conduct, program management, design & development, evaluation, and improvement planning. The course will walk participants through the toolkit with an emphasis placed on creating a tabletop exercise (TTX).

The Homeland Security Exercise and Evaluation Program (HSEEP)

Exercise Division uses HSEEP as the doctrinal basis for our exercise program. HSEEP is a capabilities and performance-based exercise program developed by the U.S. Department of Homeland Security which provides a standardized policy, methodology, and terminology for exercise design, development, conduct, evaluation, and improvement planning. Adherence to the policy and guidance presented in the HSEEP Volumes ensures that exercise programs conform to established best practices, and helps provide unity and consistency of effort for exercises at all levels of government.
