Executive Order (S-04-06) enhanced the role that the private sector plays in California's ability to respond and recover from emergencies. This order called on the emergency management agency to better incorporate the private sector into the state's disaster response system. Senate Bill 546 is another legislation that promotes collaboration between the private and public sectors. It authorized sharing facilities and systems, which would among other things, include private businesses and nonprofit organizations in a voluntary program that would integrate private sector emergency preparedness measures into governmental disaster planning programs.
The Emergency Partnership Advisory Workgroup (EPAW), under the authority of Executive Order S-04-06, serves as an advisory body to assist the Secretary of the California Emergency Management Agency in securing agreements between the affected state government and non-profits and private sector resources that respond to threatened or actual emergency situations.
